Cheryl A. Kraus is a government relations, healthcare, and human services attorney with over twenty years of diverse professional and volunteer experience ranging from advocating for vulnerable individuals and populations and counseling not-for-profit entities and corporations with a global reach. Her legislative advocacy focuses on workplace protections, healthcare access and affordability, and protecting the rights of women, children, and families. She currently works with clients to develop and implement strategies related to their state government needs, ranging from general guidance of New York State government to drafting memoranda and legislation. She regularly appears before members of the New York State Legislature and various state agencies.
Ms. Kraus has served as an ADA/EEO Compliance Officer for a New York State Transportation Authority with an annual ridership of 23.9 million. Her work ensured authority compliance with the Americans with Disabilities Act, developing and facilitating in-house training on Sexual Harassment Recognition and Prevention, Diversity Awareness, and Disability Compliance for 1500 employees. She redesigned and implemented a Reduced-Fare Program in compliance with the ADA, which served 8500 individuals with disabilities.
She has coordinated and implemented strategies for private and public financial support for a National Heritage Corridor, working with 234 municipalities and 23 counties along the Corridor, their residents, and businesses. Her work helped preserve the heritage, promote economic development within communities along the Corridor, and improve measurable health outcomes in Upstate New York.
Working for the New York State Attorney General, she assisted in the protection and advocacy for the rights of consumers statewide. Her work included assisting investigations to address systemic problems in the operation of the healthcare system and preparing for impact litigation. She facilitated the mediation and resolution of managed care disputes between the insurers, healthcare providers and consumers in New York State.
She has advocated for Federally Qualified Health Centers and implemented a Leadership Development Initiative in Community Health – which was the first of its kind at the time to foster workforce development in not-for-profit healthcare organizations. Her work contributed to a progressive movement in the practice of healthcare to improve positive health outcomes in underserved communities and medical practice areas. Her work as a healthcare advocate continued as Associate Counsel and Policy Specialist for a statewide organization representing hospitals and healthcare systems. She currently focuses on corporate healthcare compliance and technology, including consumer privacy and healthcare systems compliance.
Ms. Kraus has served as an Adjunct Professor, teaching healthcare systems-related coursework and policy. She successfully completed studies at the Institute for World Legal Problems at the University of Innsbruck, Austria, under a former United States Supreme Court Justice. She encourages and promotes collaborative efforts across industries as a comprehensive and innovative approach to the practice of law. She is currently enrolled in coursework at Harvard University and writing her first book.
